What's wrong with making Irelia's ultimate heal consistently?

What would be so wrong with making Irelia's ult heal based on enemies hit rather than damage dealt? What is wrong with consistent heals per shot?
"Irelia doesn't need buffs."
Would this automatically be a buff, though? The heal potency could be lower than what's on live, especially versus minions. It'd just introduce consistency in the healing since Irelia's ult bounces off armored targets (and thus heals next to nothing if it doesn't deal any real damage).
