Promo matches being unbalanced.

Just my opinion, but I think Riot should change how they match people in promotional matches, get a lot of underskilled players, or players that aren't in their league, or even those who are a much higher league. Promotional matches are I think the worst matches to do. Why can't or what's the reasoning why, they can't be or aren't balanced?
