Matchmaking And Toxic players (and trolls)

I have got chat restricted for 10 games due to me being toxic in a unfortunate game I played, But I reread what I have said and understand why I got chat restricted. This discussion is not about the chat restriction but more or less with the matchmaking. i've been so upset and toxic towards players who TRY to piss me off. I had a tahm kench follow me for 40 minutes stealing my jg and eating me spitting me out at 5 of the enemy players to later go and do it to another player (my friend), And that's why people like me are getting so upset nothing was done to the tauhm he got to play another game and make other players mad. And why am I getting placed against high silver to platinum players in ranked? it's so frustrating to climb to higher elo being silver 5 against gold or plat, i'm not even silver in solo duo I am bronze 4. Riot games why can't you change any of this, If you can why haven't you?
