The EXECUTE is the only part that doesn't work.
uhh... what? you do know that Thresh has a passive on his E that makes it easier for him to last hit which makes it easier to proc relic shield right? It does work on Thresh way better than some random mage with no passive that actually needs to time his autos to proc it when they don't even build any AD
here's the thing in a nutshell.
MELEE RANGE champs get the execute when the minion is below a certain amount of health.
RANGE CHAMPS and THRESH do not execute the minion, however if they manage to get the last hit/killing blow on it with their own auto-attack damage, then you still proc the healing effect when you kill the minion. Of course, remember that you require a nearby ally for the heal to actually kick in and use a charge.
