Is it just me or is Lissandra completely outclassed by everyone now?

There are just dozens of better picks than her for anything. Full tanks do more damage, other champs have better CC on shorter cooldowns, and many don't have the mana problems she does. She either needs shorter CD, better CC, or actual Damage because right now she does not even half the damage of a full tank ekko for example and can barely clear minion waves after winning lane and going mostly AP. Just so out of meta, yet YI gets a buff? She doesn't have enough damage to perform as a damage mage or enough CC to perform as a control mage.
