in game issues after reinstallation

so guys I have a huge issue with my in game after reinstalling. My laptop had an issue and I had to fix it but then league didn't want to work so i had to uninstall and reinstall. After that it was hours of wait and then i went into training room and notice the lower right hand with the loading in icon that spins around it glitches and i dont know how to explain it because as it spins it goes back to original position like its stuck. then in game there was a horizontal line across my screen doing the same thing from the bottom slowly rising up and going back down again. i tried to screen shot but i couldnt, because when anther app is open that interacts with it like screen shot or video recording software it doesnt show :/ also faceboook notificatoions stop it. when i played in windowed screen it goes away, that will be my plan for now but i really want to get to the bottom of the problem. thanks for any help
