Passive - Wrath of Noxus

Urgot gains a stack of Wrath every time he lands a basic attack or Predator Missile on an enemy champion. Urgot can store up to 5 stacks, each granting him 3/5.5/8 (Increases at levels 7 and 13) bonus Armor and Magic Resistance.

Q - Predator Missile - 900 Range - 25/28/32/36/40 Mana Cost - 3 Seconds Cooldown

Urgot fires a projectile that deals 10/40/70/100/130 (+0.9 Total AD) Physical Damage to all targets in a line. The damage decreases by 20% for every enemy it penetrates, down to a minimum of 30%. Killing enemies with this skill refunds 50% of it's mana cost.

The cooldown of Predator Missile is lowered by 0.5(Lowers with cooldown reduction) seconds for every stack of Wrath that Urgot has.

W - Terror Condensator - Self-cast - 60/65/70/75/80 Mana Cost - 16/15/14/13/12 Seconds Cooldown

Urgot projects a shield around himself, absorbing the next 60/100/140/180/220 (+9% Maximum Mana) points of damage. After 2 seconds, Urgot can reactivate this skill, consuming his remaining shield and causing his next Predator Missile or Noxian Corrosive Charge to deal bonus magical damage equal to 75% of the shield's health and slowing enemies by 20/30/40/50/60% for 2 Seconds. Predator Missiles deal only 25% of the effect to every subsequent target after the first.

If Urgot has stacks of Wrath, the shield will emit electric currents in a 400 Radius, dealing 3/5.25/7.5/9.75/12 (+0.4 AP) Magical Damage per second to all nearby enemies as well as slowing then by 4/5/6/7/8% per Wrath stack.

E - Noxian Corrosive Charge - 900 Range - 50/55/60/65/70 Mana Cost - 15/14/13/12/11 Seconds Cooldown

Urgot fires a projectile at the targeted area, dealing 60/110/160/210/260 (+0.75 Bonus AD) Physical Damage to all struck enemies over 4 Seconds. Enemies struck by it also take full damage from Predator Missiles, as well as suffering bonus 2% of the maximum damage from Predator Missiles and basic attacks as True Damage.

Enemies struck by the blast also lose 4/5/6/7/8% Armor per Wrath stack while under it's effects, with a minimum of 2/2.75/3.5/4.75/5 Armor loss.

R - Magnetic Pulse Round - 1000 Range - 100 Mana Cost - 120/100/80 Second Cooldown

Urgot doubles the resistances gained from Wrath for 3 Seconds. He then fires a round down a line that deals 100/140/180 (+0.35 AP) Magical Damage to all struck enemies. The projectile lodges itself on the last Enemy Champion struck by it , granting Urgot bonus 175 Bonus Range, as well as 300 Range on his Predator Missiles, who home in on the target.

After 4 seconds have elapsed or after Urgot reactivates this ability, the projectile explodes, dealing 100/140/180 (+0.35 AP) Magical Damage to all enemies in a 350 Radius and slowing them by 20/30/40% for 1.5 Seconds, the damage and slow are reduced by 20% every second that Urgot is locked onto a target, to a minimum of 20/28/36 (0.35 AP) Magical Damage and 4/6/8%. If the target has been previously slowed by Urgot, the target will be instead rooted.

You might want to add some caveat that either his Q can only be reduced down to .5 seconds, because otherwise with ~20% cooldown reduction and 5 stacks his Q has no cooldown.

Which is a bit strong.
