Quinn buffs and the bugs she has @Meddler

I'd like to propose some Quinn buffs where you could probably lower the cd of her ult, 2min+ at rank 1 is just too much and it doesn't offer as much early game. Also if you could make her passive scale better to make her scale better in to the late game it would be nice.

Now she has some bugs tho, like when you're auto attacking and the harrier proc happens it doesn't consumed which sucks, also her Skystrike excute sometimes does no damage at all? I mean c'mon Riot give Quinn some love :(
