Champs with a missing ability do the most damage

When I say a missing ability, I mean an ability that's used out of combat.

Has an E which only use is to annoy the other team. Compensation? A shit-ton of damage on his passive.

Has a taxi-cab ult, and that's it. Compensation? A shit-ton of damage on her Harrier.

Has an ult that makes him change forms. Does he need all six abilities to do a shit-ton of damage? No, each one of his abilities does a shit-ton of damage.

Has an ult that moves him slightly to the left. Compensation? 1000 magic damage per each 1.5-second reset Q. AKA shit-ton.

I'm kidding, but he still does a shit-ton of damage.

Doesn't exactly have an in-use ult. Sure, it does damage, but it only executes a single target. Compensation? Very high base stats and base damage.

Anyone else you can think of that does something like this?
