Petition to buff Fiddlesticks' E

Right now level 1 E on Fiddlesticks does 65 damage to champions and is usually not upgraded until level 13. I have had many champions walk away with 70hp and live after an E because it is so weak. Can it get a 10 damage upgrade at least? Fiddlesticks could use some help.
