Can Levels not depends on Team LeveL? This isn't Heroes of the Storm

Like Seriously? Just Because our Nunu is Intentionally Inting doesn't mean my Jungle camps should give me Less Exp because he is under Level. On top of that even if you surrender and lose that game you don't get -0 LP but instead get -19LP. It's Disgusting.
