Lower Levels and New queue

I was curious where the new match making queue will affect the lower level people. A lot of times you don't have junglers in the early levels, yet the new match making assumes a jungler every time. It tended to be difficult to clear jungle at lower levels due to not having runes and masteries. Plus new players didn't really know what a leash is or how to do it.

So has this been considered? I am making some assumptions here with the new masteries that you only get so many points as your leveling up still. So I would be curious to here if this has been considered and what the thoughts are. I am sure I am not thinking of something, but people and add to it.

I get as a smurf I will get put with other smurfs pretty quickly, but still coming in as a new player and being in the jungle seems daunting. I am assuming the blind pick is only option early atm, but it would be a shame for the new players to miss out on the new queue as it is truly beautiful to behold. It is leaps and bounds better to look at then the current queues.
