On Azir PBE nerfs and His balance
So as Somebody who really loves Azir identity and plays him on a daily basis I'd like to share some of my own thoughts about pbe nerf:

Passive CDR->AS taken. A big NO unless you wan't to make Azir full burst mage and take sustained damage from him. I'll relate to this later

E changes - Biggest nope since eve rework. Why? You're taking out outplay factor from azir's kit. Currently when you have 100 hp and lb is about to dive you you can outplay her with your e and kill her. Taking shield and knockup form e takes all outplay factor from it and makes it pure movement/escape spell.

The general point of nerfs.
I feel like balance team doesn't play azir at all. Those changes don't even touch his problems, they just gut him so that when Riot realises what's wrong with him he'll be useless.
What is wrong with him then?
Azir was made as a puppeteer who controls his soliders to do damage with weak early game and strong late game dmg. Currently his main damage combo is W->Q because q deals SHITLOADS of damage and he is a medicore lane bully.
So what is his problem? It's hos q damage. His q is solely what makes him bursty ap mage instead of sustained damage dealer.
The changes should adress that:
Q: flat damage: 65\85\105\125\145 - > 45/65/85/105/125. Ap ratio 0.5 -> 0.25(or lower). CD 10/9/8/7/6 -> 8/7/6/5/4
Reasoning? His q while still dealing damage( allowing some harass in lane), should be a utility spell used to position his soliders instead of dealing damage. Also to relate to his current passive change: Along with W and Q changes this would make itemising CDR on him core to allow him to resposition his soliders during the fight, While allowing him to gain some power.
W: ap ratio 0.6 -->/0.6/0.65/0.7/0.75/0.8 -> this change shifts most of his damage into solider attacks making him a powerfull sustained damage dealer, while keeping his early dmg weak. hell it can even be 0.4/0.5/0.6/0.7/0.8 per w level So that he can be punished for example by picking Ryze vs him since he won't be able to punish ryze's early game( like ryze picked into runeglaive ez by Faker in Anarchy vs SKT T1 match)
E: Base dmg: 60/80/100/120/150 Ap ratio 0.4 --> 0.2(or lower) but Shield ratio gains additionally 0.1 Ap ratio --> This makes his E utility defensive last resort spell as it should be instead of "IM GOING INSEC" as it currently is.
R: Based dmg 150/225/300 --> 125/200/300 Another nerf to his a bit too oppresive early all-ins.
I'm not saying all those changes should be implemented. Those are just my own propositions with explanation of what is Azir's real problem. I'd really apprecieate some Rioter's response explaining his thinking for his changes.
