Udyr's Clear Speed is Kinda Busted

I dont like coming on here to rage about champions but this is just insane he clears stupidly fast the dude is almost always level 18 when everyone else is like 14 or 15 makes it nearly impossible to deal with him

I also would like some advice to on how to deal with this he always has so much pressure because he farms fast and can gank often how do I deal with this playing a champ that doesn't have as efficient jungle clear?
