Would someone explain to me how you counter/ outplay heimer when all he has to do is spam turrets...

He is not fun to lane against at all. There is so little counter play that you can do to him. His rework only made him stronger. Turrets now have increased range lazer? Sure it has a timer for each time it can do that but its what.... 4 seconds. I am convinced that the riot balance team meetings are held after happy hour when they are all waisted. Riot should make Heimer's turret count be 1 at all ranks at all times.
