Quinn makes me lose LP without even playing

Second pick on my team hovers Quinn and ask us not to ban her. Normally I would still ban Quinn because since I don't want the enemy to get her, but I was being nice today and left Quinn open. Lo and behold the enemy first picks Quinn forcing me to dodge the queue since I ain't dealing with a rammus "counterpick" top vs quinn. Can we give her counterplay so she isn't pick/ban/dodge?
