Twisted fate Cards ( W )

Hi~ (warning: this might sound stupid) So, i had a query bout Twisted fate W ( the deck of cards skill ). Yesterday, i was playing TF adc ( it is a thing ) and i bought stattik shiv. So, i observed that when i had 100 stacks of shiv and i used W, all my stacks of shiv get reset. Isn't it supposed to get used with my W? I also noticed that the skill says that it EMPOWERS my next attack and thus it shud be treated as a basic attack.

You may say that it is a skill thus it doesn't discharge, but i don't think they are supposed to get reset by using a skill. ( for eg. yasuo E doesnt reset all the charge ).

Another thing, if i use the W against a pantheon, it burns his passive ( my attack gets blocked ) Thus, this is another reason that it shud be a basic attack and a basic attack is supposed to proc stattik shiv charges.
