Hey Riot is it possible to let Heimer cast his spell right away once he presses R?

Right now if you use R and you have basic cooldowns on your other spells you can't use the one that is still on cd.

So if W has 5 seconds left to be cast and you press R, you can't press W until the 5 seconds is up.

I can under stand the W abuse so maybe make it if the cooldown is at least passed by 30% of the cooldown on the spell it will be castable?
