Smite Summoner Spell Question

I hope this is the right board for this...

I had a debate with a friend of mine regarding the new jungle buffs from krugg and the Toad. My thought was, a top lane tank can grab smite as a summoner spell, and smite the toad for the buff and leave the camp alone for the jungler. My friend says that if i do that, when the jungler comes along to get the buff, he wouldn't be able to smite a buff off of it. Is this true?

Yes, this is true: once a buff has been extracted from a jungle monster by smite, another smite will not extract the same buff; it will not buff more than the one person in its lifetime.

One smite per buff.

You're better off actually killing it for the early lv2. That way it respawns 100 sec later. Your jungler probably isn't clearing that fast.

By the time i clear gromp, my krugs and raptors have respawned, even on Xin, who's my fastest clearer.
