Lower early death timers to reduce snowballing

Oh, your adc got caught out once at 18 minutes? Now the enemy team has gotten 2 mid turrets and rift herald. And now they are out-statting you in all fights because they got so much gold from the turrets, and are getting even more with herald, probably even winning the game because turrets take 12 (i am being generous with 12 seconds rn) to kill when the enemy team is grouped as 5 mid.

If your adc had time to respawn and get to the fight, maybe they only take one tower and dont get herald because now you can contest.
