should all champs be equal despite difficulty?

i find this game will always have problems if champs like ashe/ garen/ or any champ thats a beginner level champ are as viable if not more than champions that are more difficult. i dont see how this game can make it if the beginner champs dont get a true distinction based off of capabilities. thats just my opinion on the topic of balance. i believe there should be more clarification on roles/classes/difficulty levels. whats intended to be a good time and fun to play vs good to win with.. cause not all champions are equal in this fashion.

Complex champions have more options available to them depending on the situation. As such, these champions are more versatile and flexible.

Simpler champions are more straightforward and reliable. As such, these champions are less versatile and more predictable.

Personally, I don't see an issue with this.

The idea of the 450 champions, aside from them being the first champions released in the game, is that they help new players get their feet wet in general roles and playstyles.

Garen is a manaless juggernaut that functions as a versatile fighter/tank.

Ashe is your basic ADC who helps understand last hitting and spell usage while focusing on basic attacks.

Tristana is your basic ADC who helps understand enemy focus (technically free, which also points new players to League's loudest mouthpiece so they can keep up on major news and events).

Ryze is a combo mage, which helps new players understand how spells interact with each other.

Nunu focuses a lot on farming with few champion-based spells (granted, he REALLY needs a rework).

Kayle is a self-sustaining mage fighter who teaches players that some fighters build AP over AD (though she might be on the rework table due to being an older champion)

Alistair is a basic tank. He also teaches new players about combos. (On this list because he's technically free)

Master Yi is your basic assassin, teaching players how assassins focus on a small window of power before their menace falls off tremendously.

Soraka is your basic support, emphasizing utility over her own firepower.

Singed focus on indirect warfare and careful positioning.

Annie is your basic burst mage, like Master Yi focusing on small windows of power and putting yourself at risk for the reward.

Poppy focuses on high durability and disrupting the enemy's movements and positioning.

Sivir is another basic ADC who focuses on crowd damage over a single target each time.

Warwick is a pursuing fighter who focuses on sustaining himself, locking down a single dangerous champion and chasing down weakened targets trying to flee.

Champions should be relatively equal in viability regardless of difficulty and IP cost, and for the most part, they are. It only becomes a problem if the enemy team starts overspecializing; Garen doesn't have any ranged ability, so if you keep him at range, he literally can't do anything, especially if he's constantly slowed. The last thing you want to do if Garen is fed or has marked you for death is to get in melee with him.

All champs should have equal viability in a moba regardless of skill cap. A difficult to play champ shouldn't be better than other champs because they are difficult to play. Ideally player preference is what should get people to play a harder champ.

If you wanna learn and play a hard champ you shouldn't naturally gain a big advantage over someone whose preference is something with a lower skill cap. Champ performance across the board should be equal and based on player knowledge, skill, and experience. Not on champ design

Incidentally, 'beginner' champs are not uncommonly viable, so there isn't necessarily a strong correlation between mechanical difficulty and potential to win.

For example, you mention ashe as a beginner level champ, and yet currently ashe is regarded either the best or second best (behind jhin) adc currently.

By contrast, I don't really recall a meta where Draven was a top tier pick, despite him being relatively mechanically difficult.

They're always striving for balance, but shifts in meta will mean some champs will always be more popular than others. In some cases the meta can shift even without any major updates as people discover new builds or simply as a process of champion X being meta, so people start picking champion Y to counter champion X, and then people start picking champion Z to start counting champion Y...
