This should really be the spawn-in animation while everyone's sitting at base in the beginning of the game. Since there's a decent amount of time between spawning in and actually leaving the base, it'd be perfect for a quick run-through of the transformation. After all, all magical girls need their transformation sequence, so why not before she goes into battle (when everybody spawns in)?
Pretty sure that is from some on air network girl cartoon that sucks that has since been canceled.
