[Story] Lack of Jurisdiction—How's this for a portrayal of Swain and Noxus?

Nyroth Update 17: Lack of Jurisdiction

Warning: It's a bit gruesome in parts.

What do you think of the portrayal of Swain and Noxus? Too dark? Not dark enough? Does Swain come across as appropriately crafty?

Relevant Factions background:

  • Swain *has consolidated power in Noxus. Reformists and dissidents have largely been killed or expelled.
  • In the Shon-Xan conflict, the Demacian navy intervened and obliterated the Noxian invasion fleet. Noxus, already battered from the Void War, was almost completely broken as a military power for quite some time after this. (Many Noxian refugees were also killed in the process.)
  • Swain has doubled down on the Zaunite-influenced "weapons of mass destruction" approach, most notably in Shon-Xan, when the flight of Noxian refugees from the Void War into the Ionian wilderness triggered a new war between Noxus and Ionia. In the final days of the conflict, just before the League peace edict came down, Swain deployed techmaturgic weaponry on a massive scale, killing many Ionian soldiers and civilians, and actually many of the Noxian refugees whose settlement was surrounded. This was viewed as especially ruthless because Ionia had put forward fairly generous (to the refugees) terms; the popular view is that Swain refused them because he cared more about having the Noxian flag flying over at least a small patch of territory than saving his people.
  • Noxus is fresh from a resounding victory in the Battle of Shurima, where Demacia and its allies were defeated by a combined Noxian-Zaunite force. That's where these prisoners are from.
  • The fallout from that battle, which Demacia began in violation of a League peace edict (albeit under extenuating circumstances), has left Demacia in a greatly weakened state.
  • Nami has become the face of the new Bilgewater, a maritime alliance of not just Bilgewater itself but also the Marai. She's rather beloved in the League, and is highly charismatic. However, she did give in to pressure to back Noxus in the fight for the prisoners.

Swain's plan is too complicated for me... XD I feel as if it would be nice to see what others not at the meeting think. How would Lux react to this? Garen? The average Demacian? What about Noxians who don't like what Swain is doing? How does Riven feel?

On another note, have Swain and Lissandra ever interacted with each other? They're both devious planners who kill you before you even notice that something's wrong.

I personally found it being edgy for the sake of edgy. I dislike the idea that Swain is necessarily evil by taking out the previous tyrant Boram Darkwill (who supposedly reigned for over 200 years thanks to his necromantic powers), but had to deal with incredible amounts of corruption of the state and outside interferences like Zaun and Bilgewater. Other factions can take the side bench while he deals with the amount of bull that Boram cultivated during his reign, so I think he would never really have much hatred towards any other faction (he may have been a soldier, but perhaps he understands that is what a soldier does and Noxus has a conscription program). To him, Demacians are just naive playthings that are just funny to watch fumbling around. But he cannot remove several generations of conflict from the two factions by himself, but he can sure as hell try. Just kind of my own take on it and a reason why I dislike the lore rework for Sion. Riot just makes the bad guy so evil that it gets boring.

Yeah, I got the idea that Factions would be taking that route with Swain's personality with previous works. I just can't stop my mind from thinking that Swain isn't necessarily the bad guy.
