Champion cost fluctuates from game to game. Sure, that

Picks aren't all you're paying for. If you want a ban, that'll cost you. If you want to run anything but the worst summoner spells
, there's a fee. If you want to pick a side, PAY ME MONEY. If you want to pick when in the day you play, OH BOY THAT'S EXPENSIVE. When teams start going broke, that's where this shit gets real.
Teams with no money get the scraps. They have to pick the worst champions and summoner spells. No bans, no choice of side, no hope. Of course, randoming is always free.
Of course, there are ways to get back your money.
First, there's the bounty system. At the start of every day, there will be a set of challenges, and the first team to complete them will get a prize. Maybe one of them will be "Win a game with Teemo on your team" for a decent chunk of change, maybe one of them will be "Win a game without a single ward placed" for a shitload of money.
Second, gambling is allowed (and encouraged). In any series your team is not participating in, you can bet your money.
Third, teams can gift money to one another in backroom deals.
Fourth, pentakills score that team a huge prize.
Spending is a risk, but it is also necessary.
