How does someone join League Academy?

I heard about this but am unable to find it anywhere. I looked on Google and it gave me some random academy that has nothing to do with league. I looked on league eSports and just shows clubs for colleges. How does someone get into League Academy? Secondly, how long is the academy and how much does it cost to get in?

As for your first question,

2.4 Solo Queue Ranking Requirement

All players on the Active Roster must have held a peak solo queue ranking within the last year of Diamond 3 or above.
