Here is how I see the EU teams performing in terms of Power Rankings:
Fnatic: Rank 1: Fnatic has their shotcaller back, with immediate strong synergy with Rekkles. They also have two Koreans in the top/jungle, and while they may not be a Huni/Reignover, their experience after a split teamed with a strong shotcaller could mean another victory for the Fnatic squad.
G2: Rank 2: They totally exceeded expectations last split... but after their poor MSI, they might have been taken down a notch. Don't be fooled, they said they didn't practice enough after winning the EU split for MSI... and they probably upgraded their bot lane with Zven and Mithy... don't forget though that teams have had more time to look over this team's tactics, and they were a team that many others may have prepared for the most over the off-season, which could limit them due to being a newer team.
H2K: Rank 3: They almost always seem to finish 3rd in EU. They were strong last split, and got Freeze, which honestly might be a better fit for the team (Forgiven plays a very specific playstyle that I don't think quite fit H2K's playstyle)... the coaching and organization H2K has set up should keep them as a big threat.
Origen: Rank 4: Forgiven, even if he is great, is probably a downgrade from Zven. Hybrid is still kind of a wild card for this team, although he proved himself with G2. Still you have to wonder about the team coordination of this team as they lost the bot lane that they have had since the start of this team... easily could finish top 2, though, as any of the top 4 spots in EU should be wide open.
Vitality: Rank 5: They did really well last split, only to lose to Fnatic round 1. Hjarnan leaving seems a bit weird for Police (especially since Hjarnan doesn't even have a team right now). But dropping Shook for Mightybear could be a great, underrated move by these guys. They could be a threat, but will probably falter during playoffs, especially with the talent the top 4 teams have.
UoL: Rank 6: Ever since this team got rid of Kikis it's been downhill. Vizi is great, but this team seems to have moved on from the odd picks that rose them to fame and kept opponents guessing. Unless they go back to that playstyle, I don't think they have the talent to keep up with the top EU teams... but they are probably good enough to stay away from the bottom teams of EU... the gap is quite large this split.
Splyce: Rank 7: Still a very young team that will grow with time. They showed some improvement before the end of last split... still they need more experience and will struggle against some of the stacked lineups of the top EU teams.
FC Schalke 04: Rank 8: This organization knows their Esports, which could help the team. They got some decent players too, but some of them might be past their primes. Could be a bit of a surprise this split and could make a playoff push, but that's about it. (Also with that name, we might as well call it team STEEEEEEVE.)
Roccat: Rank 9: Well, they got Steelback, which is a pretty good ADC that deserves to play in LCS... but this team is still otherwise stripped of strong talent, and I don't see Airwaks (or probably even Betsy) being long term solutions to this team. At least they moved Freddy to a sub, which seems long washed up at this point.
Giants: Rank 10: What happens when you take away your best player from the team that was looking like he was improving, eliminate the identity (Spanish) of your team, and just add some extremely risky prospects, a mess of a team that could defy some expectations, but this team looks sooo risky to bet anything on.
