Kinda. It's boosting in the sense that a team is put together with the known intention of making lots of money (likely $2mil or more) in the end. There's still the fact that it's likely that some of the players will stay (Hai is most likely leaving, but he's also saying that everyone else, including the previously retired Lemonnation, will probably stay), meaning that while the organization is different, the actual team is similar to what made it out of Challenger.
This concept is actually getting a lot of people to call for franchising, or eliminating the promotion/relegation aspect of the LCS. That conversation is a lot more complicated, but it has recently stemmed from the relegation of NRG and the recent rise in Challenger teams that use pro talent for an easy boost to LCS (Origen, Renegades, Cloud9 Challenger, Team Liquid Academy, and even Misfits a little bit).
