Summoner spells in LCS

I checked their official LCS rules (https://riot-web-static.s3.amazonaws.com/lolesports/Rule%20Sets/LCS%20Rule%20Set%201.05.pdf), and it seems there is no ban on cleanse. I think the reason you don't see cleanse a lot in the LCS is because there are better summoner spells to choose over it.
Cleanse is generally a very situational summoner spell. And QSS usually can solve the cc problem when the situation occurs. (Obviously at the expense of some money)
The meta right now is choose a very general summoner spell that is almost always used in a game occasionally and avoiding situational summoner spells. flash, ignite, heal, teleport,(and obviously smite on junglers) are all generally good summoner spells on some champions.
And for some other summoner spells, such as clarity, simply are a waste of a spell in other points of the game. (Clarity is a waste of a late game spell, and even sometimes doesn't work on certain champions, and usually mana potions can solve the problem temporarily early game).
As for ghost, while it can be really good in solo queue for tanky champions, flash is a more instant response for dodging skillshots and or creating plays, and it seems that the LCS even more emphasized on landing skillshots (since usually the game is quite even at a certain fight that will decide the fate of the game). Solo queue to me seems more about whoever wins lane combined together will win the game, while lcs are more focused on farming to fight.

I have occasionally seen cleanse in the LCS. but, as previously mentioned I have only seen it when it has a specific purpose such as removing
stuns on an immobile adc. Generally the other spells have broader utility. For example,
gives speed to dodge a stun, and also heals yourself and an ally. This is way better than
in most situations.
