What happens during off-season?

Now that Worlds is over, what happens afterwards? I know that teams will be re-signing & building new rosters, but that's pretty much it. When is that drafting phase typically finished, and what/when is the next competition for pro players? Specifically NA and Korea :)

For the most part, we have entered the post season game many call the League of Roster Swaps. As you said, things get a bit topsy turvy until the new competitive season begins in mid January.

League competition isn't at a total halt however. For NA specifically, there's the Scouting Grounds event where players from the ranked ladder and amateur circuits compete for visibility to be drafted into a NA team (be it main squad or academy).

Korea hosts their regional Kespa Cup featuring teams from the LCK, Challengers Korea, and the KeG Amateur league (usually its champion). It's a pretty straightforward tournament which has tended to deliver some surprising results that skew expectations by the Spring Split.

Of course there's always the All Star event coming up in December. Once that concludes, they usually reveal the start of the competitive season at the end of the last broadcast for every region.

LCS should restart mid-end of January. Unsure on LCK as I don't follow it as much.

We also have All-Stars to look forward to =)

NA buys more talent.....only for such to still get rekt on the International grounds.
