Is buying account or elo boosting is punishable on this game ?

Hi I will like to know what the position of riot with this. I played few games with peoples that dont know how to play (myself I dont know how to play, i am bad, but i am bad legit) And when u give them a hint the first thing they said is I AM DIAMOND. Is reporting this person will be punished or I waste my time ? For the record, I watched of all the ranked game he was playing its 30-40% winrate except 8-10 games with 100% winrate with another guys ( guess what the other guy never played a ranked game till)

I dont want to be toxic or whatever but riot U have robot. when someone win 10 game in a row with an IP adress and is just loosing everytime after I may consider u have to take a look. I was a programmer before, now I work in IT. Its not that hard
