Rotating game modes

I remember that in the old patch if there was a new game mode, you could create a custom game of it. For example, if urf was for 2 weeks you could create a custom game 2 v 2 of it. But, in the new patch you can't do it anymore. Does anyone know why they removed it? If you can, please say how.
