Is naming and shaming universally applicable?

Is it still naming and shaming if you provide all the ingame "evidence" that people need to form their own opinions? ( I know that ingame behaviour problems with identity are generally not shared on the boards with there being enough alternatives, but i was wondering if there are exceptions to this rule?)

Is it still naming and shaming if it is not ingame and concerns a person that publicly shared their contested opinions (twitter, facebook, the boards)?

I always thought that naming andd shaming was a pretty straightforward rule, but recently I started to wonder if there isn't more of a grey area there ( and no it has nothing to do with one of the threads currently on the front page)

Pretty much all the rules have some grey areas: that's the unfortunate reality of moderation.

In this particular case we typically allow people to discuss (or critique, as long as it's somewhat polite) the opinions of popular streamers who are known League presences, even if said discussion takes a negative light, but not small-time community members who may not be the same sort of "public figure" as a major streamer. We also typically allow players to post links to past games, but not if the purpose of the thread is to call out their teammates.

I'm not sure but I think you're allowed to use names if the person (who you're naming) is a streamer and the thing happened on his stream.
