As far as I know, as long as you get back to honor 2 and prove you can handle not being toxic I THINK you can still get season rewards. I could be wrong though, I'd double check this if I were you.

Buying/sharing accounts is against Riot's rules. Really wouldn't suggest this.

Never had chat restrictions or bans myself, but I see a lot of people complain on the boards.
Your account doesn't get your border because you got punished during the season with more than just a Leaver Buster. If you buy an account and Riot finds out (say, by making this stupid post on the Boards), they will permanently ban not only your account, but also the one that you bought.
Unlike past years, it doesn't go directly by when you last got banned. Instead, if you are at least honor level 2, you can get end of season rewards. If you are honor level 0 or 1, you cannot receive end of season rewards.
So, is it possible to get rewards still? Maybe. But this late in the season, it will be quite difficult to reach honor 2 in time. So... good luck!
