there have been some new skins for champions that dont need new ones at the moment and some older ones coul use. also wha about some of the new champs like

,
, and 
who only came with one skin while in the past they get two skins on release why is that? grant it 
needed a skin so cant complain there but whats taking so long.

It has a lot to do with a few things;
Is the champion likely to receive a VU in the near future? If so, a new skin is unlikely.
Is there thematic opportunity for the champion? Sometimes is just takes a while for someone to get a really good idea for a skin, especially on some champs.
How difficult is it to make a skin for the champion? Before SGR, Rumble's rig was so messed up that it was nearly impossible to make a skin for him. SGR uses a new rig, which means future skin developments will be much easier.
Most skins take what? 8 to 9 months in development and require a concept? That's why Braum, Jinx, Yasuo and Vel don't have them - because they're so new. :\
