A simple change to Ashe passive that would make it go from worthless (mid-late game wise) to decent

Instead of being a crit modifier it could be a total attack damage bonus on-hit (think Draven Q).

It would start at 1.00 and scale up to a certain multiplier (w/e would be balanced, 1.50-1.75 would probably be around what's right).

In the early game there would be no difference, but you actually get items you'd still have a passive, considering that Ashe has almost no damage steroid next to other ADC's this would help her out.

It's problematic because it already scales with your crit. Focus doesn't start at zero stacks, it starts at a number equal to your crit chance.

Late game, having your first attack crit is huge because crit can be a little unreliable since it is a chance that it will crit instead of having a guaranteed crit. For example, getting maybe 2 crit attacks off in 5 autos than 1 in 5 autos. Also, Ashe provides a lot of utility to her team, so if she had a damage steroid, she would be borderline broken. Plus, her e passive gives her extra gold when she last hits, which means she can theoretically get her items much faster than most ADCs. So, it might not be a huge game changing passive, but I think it's pretty fair to keep her balanced. Her passive is really good to harass and zone out your opponents too if you can maintain it properly.

that first dmg multiplier would make a difference. Think about it. 70ad base, first auto, before resistances, 123, volley, 3rd auto. That´s probably a little over half your HP by herself.
