Cannot use any abilities/trinket/heal pots/etc.

Randomly at the start of games I will not be able to use any abilities or place down a ward. This is extremely frustrating and I have to restart the client to solve this issue.

To reproduce this merely play a game and it will seemingly randomly occur from the second you load in until you restart your client.

This bug happens every once in a while but it is game breaking. I just lost a ranked game because of it. I don't see how this has not been fixed as this has occured for months now.
