[CLIENT] button tooltips make clicking difficult

To reproduce this issue, move the mouse over one of the three buttons in the bottom-right of the game client. The tooltip that appears (providing the button's description) is sometimes placed in such a way that prevents easy clicking of the buttons. This is because clicking the tooltip does nothing, even if the button is behind the tooltip where you click.

In the linked image, I moved my mouse from above the notifications button onto the button. The tooltip blocks something like 75% or more of the button. So if I quickly move my mouse to the button and click, there's a good chance I didn't actually click the button, and I have to move my mouse around carefully to click it successfully.

NOTE: The client has to be expanded to fill your screen for the tooltip to block this much of the button.

I think a suitable fix would be to make a click "pass through" the tooltip, or to make the tooltip's position such that it cannot block the button in any way.
