I was playing as Ziggs and I had 40% cd when I only had Luden's and Zhonya's and blue buff. I did not take the rune for cd. So, I went into training and found out if you buy Luden's, it gives you 10% extra cd, so for the total of 20%. I wasn't very tempted to let you guys know about this bug, but oh well for goodness sake.

It's not a bug, read its stats correctly.
