[Gameplay] Vi Q Bugged When Insta-Charged; Goes straight to abbreviated cooldown

When you quick release a Q on Vi, it will go on an abbreviated cooldown and she will not perform the Q. This is absolutely essential to her kit since all of her damage is front loaded on that one skill.
