the shop range for bot blue side is further can bot red side. Blue side has larger shop range for top and mid too and lastly top shop range is INSANE

Well it doesn't do anything for you when you are stuck in the circle until a little later anyways(at start). So it's not really an advantage.
It really doesn't seem like a bug. The buy range is not relative to the FOUNTAIN, but rather to the STORE itself. It may be an exploit, but certainly not a bug.
