Chats not connecting

I updated to patch 5.16, and now my chat doesn't connect. It'll say "Unable to connect to chat, you may reconnect manually" and when I press the "Reconnect to chat" button, it'll say "attempting to reconnect" for a second, then it goes back to saying "unable to connect to chat" yet again. I've tried logging onto League off of a different computer as well, and they both do the same thing. I also tried to play a game, but the team chat doesn't work either. Any one else having this problem?

Yeah I've had this problem for a week or two now, and it's bugging me that I can't talk to my friends or even see if they're online. I've tried reinstalling, deleting logs, and changing the date on my clock to fix it with no success. At least I can still play and use the in-game team chat, but I'm discouraged from playing any games without my friends because they are the only people who I can communicate with in-game through voice chat.
