Ahri Passive glitched

I was playing ranked today and i noticed that my passive wasnt healing me much at lvl 18 full uild

so i checked and the game interface told me that her passive was healing 18(0) per minion hit

so i checked if they had removed the ap ration from her passive but no. SO i had 800 ap and was getting no scaling from it rito help !!!!
