Bugged Chat Restriction

I just received a chat restriction and each game, I started with 3 messages. Then they hit 0 and I get the message "...messages will appear at 4:00" Each time, it's after 4 minutes in the game and I have 0 messages with no sort of replenishment. It just keeps saying after 4 minutes, I will have more messages, no matter if I'm 3 minutes into the game or 50 minutes.
