Young ryze 0 rp then a failure to buy PBE

I don't have specifics but I saw young ryze listed as 0 rp. I attempted to buy it but it gave me and error I then bought it with ip because pbe and it worked fine so something is wrong with young ryze being bought for rp on pbe
