In the provided clip you will see that when I press W with Olaf my hp regen does not go up at all even tho I am at about 2% hp. I'm pretty sure at higher health levels my hp regen does go up when I press W respective to how much missing health I have. However it seems at very low health levels the W doesn't affect my Hp/5.
