Animations Stop When Jinx Changes to rockets (on or off my team)

I started having this issue as soon as I downloaded this current patch 6.9. I am able to see everyone moving and move myself however any animation stop going off. This includes but is not limited to flash, auto attacks, abilities, death animations, etc. My ping is still normal (50-70) and my frames are the same (capped at 60) so its not my hardware. This however didn't stop me from restarting my computer several times along with my internet. A friend recommended forcing a re-download of the patch which I did. This has stopped the random event every few games. However every time I play with a Jinx it happens VERY often. I tried to pinpoint what about Jinx made it happen so I played a game as her. I found that when I swapped to rockets and attacked a large minion wave, champion, single minion, or even just swapped to rockets this glitch would happen. I read that you have changed some animations of Jinx rockets and think that my issue lies in that change. Other people have been playing on my internet perfectly fine it might just be my account. I haven't been able to find anyone with a similar problem but I would really love for this issue to be fixed as I play this game very regularly.
