[GAMEPLAY] My Little Purple Wolf Leaves Me and I Stop Getting Stacks

Basically exactly what I said in the title. It isn't really all that noticeable while regularly farming until I go and do something like kill dragon with my team and suddenly I don't get +5 stacks which really sucks. The little purple stack counter above my champion image in the bottom left also disappears during this time.

Reproduction:

1. Play a devourer jungler
2. PAY ATTENTION - I've had this happen on Master Yi, Udyr, and Shyvana so far. I'm not really sure what triggers it, but it has stopped me from being sated at 16 minutes three times now, and not being able to use my lead to the fullest is incredibly frustrating.

HOW HAS NOBODY NOTICED THIS? I read through a bunch of the report a bugs and I couldn't find anybody else! There is no way that this isn't happening to anybody else. If there is a limit on stack speed (like stacks per minute) it should be posted somewhere and I haven't found anything.
