Orianna has a delayed dissonance(W)

I finished a game with Orianna recently and found that my dissonance(W) would be normal sometimes, really fast sometimes, and really delayed at other times. Me and my friend went into a custom after the game and he said he feels it too. I've played Orianna for a long time and the character has never felt this clunky ever before. I am at 70 ping and played other champions just fine. Try it in a custom, people that play her a lot should feel an inconsistency with her spells..
