Couldnt select the Ban Button (was disabled)

Just lost 10 LP and incurred the dodge penalty even though this buggy client had disabled my BAN button. I kept trying to select a Hero to ban but the button was greyed out. I had first Ban too

Is this a known glitch? I do not feel it is right to punish players when the programming for this new champ select has this rare bug.
