[GAMEPLAY] "Perfect timing" rune do not reduses GA cooldown

Visually it seems that "Perfect timing" gives an effect. But actually it is not. I tested this in a custom game. https://imgur.com/gallery/PDa21 I added all the screenshots above.

img1: pre game setings img2: start of the game img3, img4: I farm and bought GA img5: I killed myself and reborn. GA went to cooldown. 255 seconds (as it should be) img6, img7: GA looks ready but it did not work img8: Only after 300 seconds from my first death, the GA began to work

I did not test it with any other champions and I did not test it with Zhonya and Gargoyle.
